[openstreetmap-website] Default openstreetmap.org screen does not show search box on phone sized mobile devices (#441)

The default map area is big enough to exclude the side bar and search box on small devices. This prevents the user accessing map data outside of 
a. Western Europe
b. An area within 'drag' distance of their own location if they not how to use the locate icon.

This issue continues even when the device is used in landscape mode.
Once the device gets to the size of a Kindle or similar, the problem goes away.
