[openstreetmap-website] No search on mobile style (#201)

Although the most obvious manifestation of this is on small screen mobile devices,  the problem can be replicated on any browser. The map area with all the tiles in it is too wide to display in the width available on a phone, so without rewriting that part of the application, the solution should be to move everything in the sidebar div to a location at the top of the screen.
