[openstreetmap-website] Convert user navigation to a dropdown menu (#447)

I noticed that user uploaded avatars (as well as the default placeholder) are not scaled down in the dropdown header.

Also, I cannot remove my uploaded avatar image in this branch; it results in a 500 error.
