[openstreetmap-website] Convert user navigation to a dropdown menu (#447)

- Love the consolidation
- Love the avatar

But: there's a lot going on on this drop down. Why not keep this really simple:

- Profile
- Settings
- Inbox
- Log out

I don't think very long option lists make a good user interface, they quickly get very "slippery" to parse in your mind, especially if not all terms make sense to you.
