[openstreetmap-website] Turn off autocomplete on user settings form (#452)

Blimey I thought the stupid autofill idea had died out years ago... Didn't realise anything was still mad enough to do that. I don't have a major problem with turning it off on the settings screen, just hadn't ever seen it as a problem as Firefox only does autocomplete.
