[openstreetmap-website] Add welcome page (#338)

I'm in favour of merging this (unless we expect another significant translation in 1-2 days). I know there is some removal of links, but my recollection from the links is that some were a) more harm than good and b) this request has been open a long time. If the link issue was brought up earlier I'd be more in favour of holding it up, but I think as-is it'[s an overall improvement.
