[openstreetmap-website] Convert user navigation to a dropdown menu (#447)

@petschge Different appearance for interface elements that behave differently. View, Edit, and History act conceptually more like tabs, and although Edit does have menu items, they are displayed only when the disclosure triangle is clicked, not anywhere on the button as with the user menu.
