[openstreetmap-website] AJAXey commenting on notes from the browse page (#264)

Reverting the last commit will make the comment go back to spanning the full width, and I think it looks better the way it is now (which is why I suggested it to @iandees).

It's actually the `ul` that needs the `width: 100%` and I think it's perfectly in scope - without that the width of the text box keeps changing in odd and unexpected ways.

Other issues are, as John says, the fact that the comment box doesn't appear when there are no comments yet, and the fact that new comments are added below the box not above it.
