[openstreetmap-website] map-layer header covered user-drop-down list partially (#462)

When I open the layer menue on the right sidepannel, and then I click on the drop-down menue for my profile, the header of the layer-menu would hidden a part of the user-menu.

I think this is a simple z-index error, because:

.sidebar_heading has a z-index of 9999
.dropdown-menu has a z-index of 1000
