[openstreetmap-website] browse/changesets?bbox=... redirects to incorrect URL (#586)

`/browse/changesets?bbox=8.50%2C39%2C10%2C42` redirects to `/history?bbox=8.50%2C39%2C10%2C42`

This page is a fragment of a page (no <html>, header, etc), and doesn't format like `/history` does
