[openstreetmap-website] Obtain changeset comment for /api/[node|way|relation](/history) (#584)

@simon04 Possibly if you open a separate PR for it, though I'm not looking at anything right now that isn't fixing fallout from the redesign work.

I will say that as currently written it won't be acceptable - cross calling from one model to another is not good style at all.  If you have common code put it in `lib` and include it in the models or something.
