[openstreetmap-website] Relation history should display tags (#618)

Take for example
http://www.openstreetmap.org/relation/43270

There's tags and members,
now take the history
http://www.openstreetmap.org/relation/43270/history
There are only members, expected behaviour was to show also tag history, see a way history for comparison http://www.openstreetmap.org/way/27975951/history
