[openstreetmap-website] Redirect too large map calls (#632)

Well to start with there's a difference between telling a user "here's some alternate sources you could consider" and leaving them to evaluate which to use and what the differences might be between those and the service they were trying to use, and just blindly sending them to a different service without them even knowing about it.
