[openstreetmap-website] Announce Overpass API as download mirror (#635)

Is #606 rather a design or a technical question?

I would prefer to add all options always below the Export button, because it gives the user a help even in the problematic zoom levels 12 to 15.

The reason to always show the Overpass API link is that it delivers always the bounding box that the user has already chosen. This saves the effort to again navigate through a foreign page with a foreign structure.
