[openstreetmap-website] Limit big changesets in the history tab (#636)

Another issue told me onto the Italian FB page, but it's has been discussed already I think..
The list of changesets includes those involving an huge bbox, there should be a sort of filter upstream.. (some rss feed filter already, like the positron96's one)

Example:
http://www.openstreetmap.org/history#map=16/45.9464/9.4727
There the only changeset of "interest" is mine from 5 days ago http://www.openstreetmap.org/changeset/19213811
