 The comment is excluded because it's already shown at the top and there's
 no point showing it twice as it will just use screen real estate that
 could be used for other things.

 Most users really shouldn't have to care about technical details like that
 fact that it is a "tag" on the changeset - it's just the description they
 enter when saving - so I don't see that this is a major problem, or indeed
 a problem at all.
