 Without a clear trail starting from a "Bugs" link from osm.org,
 the user can only turn to
 http://www.google.com/search?q=osm+bugs
 to finally, with lots of luck, get here, to report a bug.
 Yes there is a link to
 http://www.openstreetmap.org/help
 but by this time the user has turned to Google.
