[openstreetmap-website] Site cleanup (#150)

The vertical whitespace in the sidebar headings looks rather unbalanced to me:

The space above the heading is rather larger than that below it and it looks kind of wrong to me at least.

I also wonder about the vertical positioning of the smaller text for "Close" relative to the larger text for the heading?
