[openstreetmap-website] Site cleanup (#150)

@tomhughes I've covered the issues you brought up. One outstanding issue is the vertical spacing in the sidebar headers. I think these headers should have prominence in the hierarchy, so extra vertical whitespace isn't bad. They have a nice relationship to other page headers this way.

@ppawel I agree the changeset pager is confusing, but this is a design task that should be taken care of outside this pull request.
