[openstreetmap-website] Consider linking to LearnOSM.org in primary layout (#325)

LearnOSM.org is a great resource, but does not appear to be linked to on the site - not under help.openstreetmap.org, not in the wiki front page, and not in the primary left hand Help navigation section.

LearnOSM complements the wiki well by guiding a new user through key concepts, etc - even if there is a focus on JOSM.
