[openstreetmap-website] Form bug when updating user settings (#326)

When I update my account settings on osm.org the "New Email Address" field defaults to my username. Since this isn't a valid email address, it throws up an error when I'm trying to save the form. 

Presumably this field should be blank when the form initially loads.
