Local database not used

Hi all,
I am trying to install the Rails port. The server is working and is
accessible under localhost:3000. I have downloaded only small part of the
planet, so that it's easier for me to learn what is in the database.
However, I can browse map of whole world. After I disconnect from network
map turns gray and I don't even see area I have downloaded. I have turned
on logging on postgres and it does not show any queries. I have set up
config/database.yml to point to my db. Have I missed something during
installation? Any hints will be welcome.
