[openstreetmap-website] "Go to Outbox" button looks inactive/unclickable (#329)

That's the new "deemphasized" button style that @samanpwbb is using for "secondary" buttons so maybe he has a view on this?

There is a second issue I notice, that the other two buttons are real form buttons, and 18px high, while that one is actually a link and is 20px high.
