[openstreetmap-website] Win space around search box (#342)

We could win a lot of valuable space if we did the search box a little bit differently. 

- Remove search box help text, this is anachronistic
- Move search box into map once #328 landed. This wins valuable space in overcrowded side bar and allows us to make the search box a bit longer, which would be nice.
