[openstreetmap-website] Differing content of 404 and 410 API responses (#344)

The `410` and `412` responses were changed to send an empty text string in 0fd29dc003000f8ee22d6310e5fc4ebdbeebbb28 because of a bug in `lighttpd` which we were using at the time.

As we haven't used that for some time I guess it doesn't matter (for us at least) any more.
