[openstreetmap-website] New map UI (#328)

[Maning Sambale]

A few comments using the live-site:
* Viewing a small area (z18), opening the ```Map Layers``` and then checking the ```Map Data```, the left panel appears but not data is shown.
* Using the ```Share``` icon, I clicked the ```Short link``` then I clicked the ```Add note to the map```, nothing happens.  Clicking the ```Long link``` and then the ```Add note``` to the map works as expected.

Overall, nice UI.
