[openstreetmap-website] New notes were not created after using the Short link (#348)

[Maning Sambale]

Using the ```Share``` icon, I clicked the ```Short link``` then I clicked the ```Add note to the map```, nothing happens.  Clicking the ```Long link``` and then the ```Add note``` to the map works as expected.
