[openstreetmap-website] permalink on notes popups (#352)

Another new little bug introduced today.

The bubble pop-up appearing when you view a note has lost its permalink icon and link in the top left. Actually the link is still there but for some reason now only appears when you mouse-over the top left bit. 

This is when viewing with a url like http://www.openstreetmap.org/?note=5118 or just by enabling the layer

I'm testing in safari
