[openstreetmap-website] Official Road Routing via multiple providers (#381)

kai's branch is based against an old version of the website that uses openlayers. It probably needs refactoring to work with the latest, and then might need code cleanup. The lack of routing on osm.org isn't because no one wants it, it's because no one has submitted a patch that is ready to merge
