[openstreetmap-website] Add welcome page (#338)

More context to what @jfirebaugh and I discussed:
A [welcome OSM style page](http://osmlab.github.io/welcome-osm/) (which this patch is inspired by) feels very different on OSM and I think we'll need to adjust it to fit more organically with OSM.org.
### Issues
Right now the functionality [as initially proposed here](https://github.com/openstreetmap/openstreetmap-website/pull/338) suffers from a couple of issues:
1. Welcome page is presented twice with slight modification, once before, once after sign up. Why would I read the same twice?
2. It is too long for something you read while signing up.
3. One map - many web sites doesn't quite make sense if you're not coming from any third party OSM service. We're also in hairy territory: we're saying something about minutely or hourly updates where some third party services just don't offer that or aren't even a map. @woodpeck and others have brought up concerns on this thread of who's to show up on this graph and who not.
4. It's not clear from where on OpenStreetMap.org a user would land on welcome-osm.
### Fixes
The raw mockups @jfirebaugh [posted above](https://github.com/openstreetmap/openstreetmap-website/pull/338#issuecomment-21570065) specifically introduce these adjustments to address the above issues:
- Offer *different* content before sign up and after sign up.
- Before sign-up content is offered on the sign up page itself and uses a short text about OSM, encouraging users to sign up to get started mapping.
- After sign up we present content instructing users on how to get started mapping.
- Completely remove "One map: many websites" and make contextualizing OSM the problem of 3rd party sites like OpenCycleMaps, Skobbler, Wheelmap, Foursquare, MapQuest etc.. They will have to do this anyway.
