Consider the area:
http://www.openstreetmap.org/?lat=38.88099&lon=-76.97739&zoom=17&layers=M#

Which consists of a landuse=cemetery with a bunch of graves.  Depending on your  viewpoint you can't click on the graves because you get the landuse instead.  This affects large swaths of OSM data as landuse is now pretty common.

Possible solutions:
* Sort features by size, search for click matches by size (smallest first).
* Use the hierarchy of the current map stile for for click searching.  Landuse for example is lower than most other tags.
