[openstreetmap-website] notes marker can push map UI elements off screen (#295)

When loading a page with a note in the link ( e.g. http://www.openstreetmap.org/?note=6041 ) under certain circumstances the map UI elements can get messed up (pushed around upwards and leftwards ).

This appears to be an issue with the location setting on load based on the location cookie and the location setting due to loading the note.

The following steps reproduce the issue most of the time (both on firefox and chrome):

1) Open the note link ( e.g. http://www.openstreetmap.org/?note=6041 ). 
2) Pan the map so that the note marker disappears off the bottom of the screen, or off the right of the screen.
3) Hit reload.
4) The map will first reload on the location you had last panned to, then very quickly afterwards, the map will automatically pan so that the note is on screen. However, this causes the Zoom elements, the layer chooser, the permalinks and the scale to "pan along with the map" moving them off of the position they are supposed to be.

This does not always happen. Possibly there is a timing aspect to when the new position is updated from the note?
