[openstreetmap-website] Help links should guide people more (#303)

The help links currently look like this.
            <li><a href="http://help.openstreetmap.org/" title="Help site for the project">Help Centre</a></li>
            <li><a href="http://wiki.openstreetmap.org/" title="Documentation for the project">Documentation</a></li>
            <li><a href="/copyright">Copyright & License</a></li>

Instead, let's make one help landing page that tells people where to go given their situation; rather than simply telling them about the existance of a wiki, let's say when it's a good idea to post or search there and what sorts  of things can be found there.
