[openstreetmap-website] Front page ad for SOTM 2013 (#217)

Hey @tomhughes, when do you think you'll get a chance to look at this? The State of the Map US organizers recently put out [the call for session proposals](http://stateofthemap.us/call-for-proposals.html), and it would be great to be able to promote this from the OSM website soon.
