[openstreetmap-website] Front page ad for SOTM 2013 (#217)

Out of the question I would say. We can't have a banner for SOTMUS on the front page of OpenStreetmap.org for a period of *several months*. It's too obtrusive.
CWG discussed this matter in relation to last year's light green SOTM PDX banner which appeared a month or so in advance of that event. This was also too obtrusive in my opinion, given the global nature of the project, the value we should place on "screen real-estate" on the left hand side there, and the fact that there are several similar local SOTM variants which sooner or later will be demanding the same treatment (We'll end up with different banners there all year round).
We didn't discuss it until after the SOTM PDX banner was put in place, and didn't decide anything until after it was time to remove the banner anyway, but we thought there should be a policy, and guessed that TomH would appreciate somebody laying down a policy on this. Our CWG recommendation was a clear and simple policy on front page banners: "The official foundation sponsored SOTM conference only"
