[openstreetmap-website] Notes RSS feed contains doubly encoded HTML-tags (#259)

Well of course they need to be encoded - the HTML involves characters that are special in XML so need to be escaped to avoid being interpreted as part of the surrounding document.

Presumably the real problem is that we need to tell the RSS reader that the description is HTML not plain text. Does anybody know if there's a way to do that?
