[openstreetmap-website] AJAXey commenting on notes from the browse page (#264)

I think I'm covering your three comments here. I noticed a couple other oddities:
- the icon and text at the top of the page don't change when you resolve a note
- the "Just now" needs to be moved to I18n unless we can find a better phrase to use that's already translated
