[openstreetmap-website] add SotM Baltics banner ad to rotator (#286)

@sotm-baltics user is certainly not related to the conference. As one of the conference organizers, I think it is too early for that banner (given there are three of them already). We might raise the question after 9th of June, but with another version of the banner. And I'd like to hear on effectiveness of those banners.

As for [the conference](http://sotm-baltics.org/), I invite everyone to participate :) I wrote [a post in talk@](http://lists.openstreetmap.org/pipermail/talk/2013-May/067093.html) about it yesterday.
