[openstreetmap-website] Disable automatic gravatar opt-in, as it violates the privacy policy (#519)

The proper handling would be doing something similar what github did: people with gravatar get gravatar image, people without gravatar get different one (in case of github they get one from identicons that may or may not have the same "problem"). In OSM they may get just a blank one.
