[openstreetmap-website] Redesign (#498)

There's actually a fair number of new translations, not only for the about and help pages, but also the browse pages. We could put out a call for pre-merge translations -- do people feel like that was a worthy effort when we did it for the welcome page? It would be harder in this case because the changes are not limited to a single branch of the translation keys.
