 I've been keeping it in in the hope that one day we'll figure out a way to
 wire it up the C importer so that we can start sending translated
 notifications again.

 That and our general policy is not to remove stuff just because we
 actually use a higher performance alternative (see also cgimap) so that
 other people using the code can continue to use the ruby version.
