[openstreetmap-website] Redesign (#498)

Minor nitpick: the new help page states "OpenStreetMap has several resources for learning about the project, asking and answering questions, and collaboratively discussing and documenting mapping topics." but then leaves out links to the mailing lists, forums and irc, at least the forum and the mailing lists are where most "help" takes place in reality. 

All three can be found via the wiki link, but are now 4 clicks away, aka unreachable.
