[openstreetmap-website] Note reactivation appears to do nothing (#545)

A moderator account on master.apis is required for this

To reproduce:

1. Visit http://master.apis.dev.openstreetmap.org/note/171 or another closed note
2. Press "Reactivate"

"Reactivate" is greyed out, but nothing else appears to happen.

Expected: The note is reactivated.
