[openstreetmap-website] Note to history transitions after hiding notes (#546)

This is related to #507 because the javascript is failing to create a icon for the note after you hide it, then throws an exception removing the non-existent icon when you switch to a different view.

Somebody need to design a "hidden note" icon...
