[openstreetmap-website] Vagueness in what Copyright text applies to (#548)

This steps out of issues identified in #498 for handling post-merge.

Conventionally the "© OpenStreetMap contributors" in the bottom-right of a map on a website refers to only that map, i.e. the copyright statement is not generally taken to apply to the entire site.

Conversely, for a page on OpenStreetMap like http://master.apis.dev.openstreetmap.org/way/4294967296, the right panel has OpenStreetMap data that also need appropriate attribution. Similarly, [Nominatim results](http://master.apis.dev.openstreetmap.org/search?query=Pubs%20in%20Surrey)
