[openstreetmap-website] preferred language settings sometimes not correctly recognized (#505)

Because `de-DE` doesn't produce a match? And `de-DE,en-US,en` doesn't lead to a fallback because `en` matches? Hmm. I wonder whether this is really the desired behavior.
