[openstreetmap-website] preferred language settings sometimes not correctly recognized (#505)

I see, in that case the behaviour is correct. But the user settings page doesn't state that this field is interpreted as defined in RFC 2616 section 14.4 and this is also not a very intuitive format for end-users and obviously error-prone.
