[openstreetmap-website] Notes layer in edit mode ask for password (#517)

Exactly I don't remember, perhaps I got into it when failed a call to josm remote control (I was having connection issues).
"It's easily reproducibile adding (manually) "edit" in the url and trying to interact with a note."
