[openstreetmap-website] Disable automatic gravatar opt-in, as it violates the privacy policy (#519)

<rant>
When I created gravatar support code it was small amount of work for a pretty big win - just take a look at how many people use gravatar and how much cooler OSM looks because of it.

Sure it would be nice if everyone wanted to upload their image to osm.org servers or if there would be "open" and popular alternative to gravatar.com but that's not how the world is and that's why it never ceases to amaze me what fights people want to fight in this project instead of spending time on something actually moving the whole thing forward... (and please, don't start the discussion about what "forward" means for OSM because even more time will be wasted on pointless arguments)

And also please stop being such an alarmist - "shouting md5 hashes" is hardly "a problem" of OSM. If you want to tackle this problem and also build a database of free map data then you will just shortchange the project and never achieve any of the goals. Having open gravatar-like service is a task for another project, you will not win every battle with OSM.
</rant>

+1 to Tom's comment - if you disable automatic integration then the feature loses 90% of its value and just as well could be removed.
