[openstreetmap-website] Add styling to make the /help page more approachable (#728)

Oh! :) I see. I didn't explicitly make a plan for future colours to use, but the current suggestion is basically a triadic colour scheme with that blue-red-yellow, which implies that future items could reuse the blue, red or yellow - plus maybe a dark forbidding techno-grey for the irc link ;)
